The Regulations on Six Departments Including the Beijing Municipal Administration for Market Regulation on Improving the Efficiency of Business Approval

To deeply implement the spirit of the decision of the CPC Central Committee and the State Council on deepening business environment reform and follow the work plan of the CPC Beijing Municipal Committee and Beijing Municipal People's Government, Beijing Municipal Administration for Market Regulation along with other five departments propose the requirements concerning continuously optimizing the business environment and further improving the business approval efficiency. Relevant matters are hereby announced as follows:
I. Optimize and improve the "E-window" online business registration platform.
While handling business on the "E-window" platform (website: scjgj.beijing.gov.cn/ect), the applicant may choose to process multi-tasks at his own discretion, and apply for business license (including free official seal and employee information collection), declaration of tax affairs (including invoice claiming). Market regulation departments should approve and issue the electronic business license to the enterprise within 1 day, and the enterprise may, upon the establishment, collect business license (including free official seal) and invoices at one stop on the same day. At the same time, the platform also provides reservation services for bank account opening.
II. Promote the use of the electronic business license.
The electronic business licenses shall be issued for all market entities, and have the same legal effect as a paper business licenses. They should be the legal certificate to prove the eligibility of market entities. Enterprises can collect, download and use such electronic business licenses through intelligent terminals including mobile phones. Since March 20, 2019, enterprises can handle related business with electronic business licenses in departments of tax, social security, housing provident fund.
III. Integrate employee information collection process.
The employee information collection shall be included into the one-off submission of "E-window" platform. The applicant is allowed to submit information of employees together with the application of starting a business. By doing so, the enterprise can complete employee registration immediately without providing paper materials or claiming written certificates.
